Katsuki has far less respect for the heroes that abandoned their own and civilians during the period leading up to the war and during the war, even if they decided to come out of retirement and help pick their nation back up afterwards. He knows why they did what they did, they're human and it's human nature, but that doesn't excuse their cowardice and weakness. At the same time, he also holds the media and civilians at some fault for not supporting the heroes who tried so hard to help until the weaker ones broke under the pressure...
